Understanding CHIMS Registration

The CHIMS was introduced with the intention of empowering the Indian government to continuously update and maintain a database that includes advanced information on the following products that are imported into India. The Directorate General of Foreign Trade (DGFT) created the specialized web platform CHIMS to oversee and manage the import of IT and electronic goods for security and quality assurance. By requiring importers to register, the Indian government has begun monitoring the import of different goods into the nation. Under the chip imports monitoring system (CHIMS), the government mandated import registration for a variety of electronic integrated circuits (ITC HS Codes: 85423100, 85423900, 85423200, 85429000, and 85423300).

As of October 1, 2021, registration under CHIMS will be open. The CHIMS registration window is available for applications until the import shipment arrives. However, it cannot be completed before the 60th day. Legal action would be taken against chip importers who are discovered to have provided false information in the online system or who neglect to register under CHIMS beforehand. 

Therefore, in order to get a CHIMS license or registration number for importing the aforementioned products, importers must pay a registration fee and submit advance information via the online system as needed by the CHIMs chip. The government formulates and implements effective policies regarding imports of steel with the assistance of data obtained from the CHIMs. The Ministry of Electronics would make the Data available on the CHIMS portal.

• Anticipated date of import
• HSN code along with description
• IC number

If an application contains the same exporter, importer, country of origin, and port of exportation, then several items can be added to it.

Note: After getting the Import Export Code, you are now qualified to apply for CHIMS Registration in India if you import any of the aforementioned commodities.

Process for CHIMS Registration

For the successful registration process, you may follow the given step-by-step process:

Step 1: Fill out the online form at given at the government website 

Step 2: Under the Ministry of Electronics, choose the Chips Import Monitoring System.

Step 3: Select the option to apply for a new license plate.

Step 4: Begin entering the necessary information that was previously shared.

Step 5: Click the declaration tab and accept the terms and conditions.

Step 6: After paying the registration cost, submit the application.

Step 7: Upon submission of the application through the portal, the registration number and CHIMS license will be generated instantly.

What about modification or cancellation of the registration number or License under CHIMS?

• After submitting the application on the portal, it is not possible to change the license under CHIMS. You can edit the draft online application details from the website’s draft area.
• The same applies to cancellation: once a license is submitted, it cannot be cancelled. It is possible to remove the draft application from the portal.
• After cancellation, there is no provision made for the reimbursement of fees.
• After the submission, changes, cancellations, and refunds of fees can be assessed when the CHIMS system is improved in the near future.
